[Request] Need a PHP Coder

I am looking for a PHP coder to help code me an upload system for a site. Right now, every single file on the site has the same exact code, so I am looking for a coder than can make a really simple templating system that requires templates files, such as the one that WP uses.

Here are MOST of the features I would need:
- Admin CPanel
- Member Login/Area
- 3 File Upload when Logged In
- Photo Albumn for members (Like photobucket)
- Editable file sizes, types in ACP
- More, but small ones...
