Old  I have a site... *need help*

I plan on opening a site that deals with giving away cash. It will be a raffle, people pay a set amount of money for the ticket, and at the end of every week or 2, a drawing would be able.

I know this is a lotto.

Well my question is how would I get around of the "lotto" thing. I need ideas, I am looking for legal loopholes.

Thanks, for reading.

eh, I wouldn't recommend playing the loophole game. How hard is it to get a license?

Well.. I am not thinking of the difficulty, I am just thinking about the price of a license.. wouldn't it be costly?

I wouldn't think so, lots of charities start lottos, even small ones, I think it's only like $60.00 or something

Yeah, but wouldn't it have to be a license for every state you get sales from? Because its online so anyone can participate?

Well to get round all you do is make them answer a very simple question, then it becomes a 'game of skill'.

This is what you see on TV for these programs that offer prizes as that is the easiest way to get round all the gambling restrictions.
