Yes, you need one as you're running a lottery which is by and large illegal in nearly every state in America as far as I know. You're selling entries into a random draw that doesn't require any skill whatsoever. Where do you live? This will enable me to tell you how much it's going to cost and how you can go about it....but they don't come cheap and I believe you have to donate X amount of profits to a charity (which you're doing anyway), otherwise I suggest refunding everyone before you get into some hot water!

I suggest you do, you don't want to have a situation where you have 1,000 people paying you money only for one to turn around and question the integrity of your game, report you and then wind up with a huge fine or worse prison!

I heard there is some sort of loop hole which you can use, im not too sure tho as im not 100% on this but you could have it so instead of them donating to be a part of the draw, they can buy a link from you on the site or buy a certificate from you and then inturn for free you could add them to the draw to win a macbook or something along those lines.
