If a person has done something wrong, then realized it, and then apologized for it, it would be wrong to rub their nose in it. Instead you should help build them back up into a better person.
Only time will tell if his character has improved, but if you don't help him (read encourage him) his character may just go back to the way it was.
Wouldn't the world be a better place if everyone that has done what he did (or similiar things) apologized for their errors and tried to become a better person? I think so.

I'm not rubbing it in his nose, I'm just saying apologizing doesn't make anyone think he's a good person now.
Oh and "better" and "world" don't ever go together.
