  Old  Good filters?

I really don't work with photographs too much as I tend to just do "pure" web design and usually just have to add them via a photo gallery but recently a client wanted me to spice up their photos a bit.

I remember seeing an ad for some PS filters a while back that claimed to easily add nice touch-ups, does anyone have a good one to recommend? I'd be willing to spend under $80 on it.
