  Old  Noob Question: creating "diablo-esque" inventory screen

Hey everybody,

I am working with some people on a browser based game. One of the elements we want to implement in the game involves the player being able to equip items on their characters via an inventory screen similar to diablo, WoW, etc. basically a drag drop interface. You go to the inventory page, see your available items, and are able to drag said items into the various character slots. The items provide different statistical advantages when equipped, y'all know the routine.

My question for you experts is, how difficult would it be to code such an interface? What kind of expertise would be required in order for somebody to create it?

I ask because we are looking to hire a freelancer to work on coding it, but I'd like to know what kind of expertise the freelancer would need in order to do it properly.
