Javascript Headlines and Rosters

Hello,

I'm trying to figure out how to implement featured articles when I click on the numbers 1,2,3,4, on my website. With each click, the image behind it and the text in the description box above it should change.

I'm also trying to figure out a way to implement my division's rosters. On the right hand side you can see the pictures of each roster member, and above it for what division they are in. I want it so that when I click each member's picture, it will change the content beneath the photos, like their names, etc. I also want it to be able to scroll left and right, upon clicking the arrows. If possible I would like the other images to have a little less opacity then the one the profile viewer is showing at the moment. and on rollover to show that it's being hovered upon with an increased opacity.

When I click each division, the player's pictures should change, and have the same functionality as i previously mentioned.

I believe i would use jQuery to accomplish alot of this, however I'm still pretty unsure about it.

And also, how much do you think somebody would charge me to do this? If it isnt much I'd rather just get it out of my way quickly.
