vBulletin skin need coded.

I know as a fact that many web designers / coders always charge a lot for a skin. Though there should be some out there that get a kick out of this or something more to doing this then just the money. Im willing to pay, but im short on cash and only have a little over $100. So im asking if anyone can code anything for a really cheap price. Here's the skin preview.

I said i was looking for something a lot cheaper then $100. I know i sound pathetic trying to get a skin coded for little money, but hey, im not rich like some of you guys.
