It's a bit difficult for me because I am partially red-green colourblind - meaning, in my case, that I can have trouble distinguishing between similar shades of greens/browns, blues/purples/pinks etc, so I just usually go onto colourlovers and find a scheme that I like, because it means I wont accidentaly produce something that majorly clashes.

i just put the color chooser on PS to web safe only so it shows some cool colors and i just pick from there or i just use the hue/saturation tool

Colors have to fit the overall feel of the project. Also, if it's a company that has successful marketing materials out currently, I try to make the site match those materials for continuity's sake.

I love ColorImpact. It usually costs $29 I think, but I got it free in a Web Design magazine. Works great.

to me it is a foundation. the simplest is the best to start
it all depends of the mood you wanna convey.
so you make a swatch of 3-4 colours
open a new file in photoshop and divide in 4 square/rectangle
and fill them with colours.
what is it for content wise?

the theory is :
no matter what colour you chose if you want to color to pop out and look good you have to pick the complentary oposite on the colr weel .example orange and violet.
also their is a couple of contrast laws . but it si always depending on the mood.let's say i want to build some for a women she is usually going to pick pastel coulors.
a business is going pick low saturated color to please more people and being less agressive . their is a lot articles online about the psychology of color and you can go deep in it.

nature.

My design work is very color oriented and I love hiking, so while I hike I take hundreds of photos (gotta love those digital cameras) and when I browse them later I always find color combinations I didn't expect and I then take those combos and play around with them trying to crate something.
