I'm pretty new to the whole coding scene. The most I know is html/css, and I know enough about PHP and Mysql to implement it into Wordpress skins. But I have this idea for an advertising program, and I wanted to know how I could make it.

1. User registers and email entered into DB (so mass emails can be sent)
2. User types in URL's which need to be approved and then entered into DB
3. Script takes 3-5 random URLs from DB, and posts it on a site via a script (like google adsense)
4. Able to moderate the number of clicks etc of each URL

Basically, how did the guys a Digital Point make there Co-Op advertising program. I want to take that, and add a twist to it. Also, if you're a programmer, if you wouldn't mind maybe dropping of a quote on how much you would charge if somebody were to hire you (please no PM's). Thanks.
