There's no doubt Perl/CGI is being pretty much replaced by PHP. However, there are still many sites that more or less use it - I am currently working on two projects which involve implementing new features in existing Perl/CGI applications.

On the other hand, I find Perl a great language for making my life as a developer (and occasional system administrator) easier. Whenever I need to do something that is too complex for a shell script, like parsing/generating a large amount of structured text data, I use Perl. I have written a couple of tools that I constantly use and they save me a lot of time. Yay Perl!
