I think seperating job listings and the marketplace would be a good start. Jobs are what a freelancing community needs. (Not talking about those hire me threads btw.)

Have a sub-section where employers can easily recruit and what-not, I think the current setup is deemed too unprofessional to attract anyone worthwhile. http://jobboard.geekup.org/ does it well.
