Not quite true. While I am not sure whether it is a myth or not, but one of the techniques was to have sites from different IP ranges link to YOUR site, in order to get that needed boost from search engines.

SEO providers run multiple servers from all over the place and can arrange hosting from different IP ranges. Their usual clients are those who register cheap extensions like .INFO and host hundreds of poor quality sites "made for" the client. However, what they are not realizing is that Google engineers are well aware of those sites and specifically have solutions that track that kind of linking.
