i've seen lots of framed sites, but I personally say they look ugly.

Frames are handy here and there, I still see a few sites with them but you'll only see them on the majority on personal websites now.

Accessibility wise, frames are very bad.

Not only can google and other search engines and clustering engines index sites with frames but, some hand held devices are crippled on frame based sites. Also, screen readers and braille readers find it hard to browse frame based sites.

If a client really wants a frame based look, I would go for the CSS method:
Using Overflow with height/width constraints.

i think the only practical use is the admin panel situation, but even that can be completely avoided altogether. usually they'r eonly needed in *this* instance of the navigation for said admin is something ridiculous.

more than anything, they're a nuisance and seemed to be a quick fix for people who wanted navigation on the left or top, but didn't have a very good understanding of tables.

i haven't seen a good nice looking site use frames in about 6 years.

once css takes over, tables will be looked at the way frames are.

the admin panel situation is much like an application situation. i still find most of it unnecessary, though.
