PHotoshop expert - photoshop a pic - need hair on a guy's head

Ok I need this quick if you can do it -

I need to photoshop the guy so to take of his hat and give him some hair. The problem now is that, he looks like a homeless music player, I need to make him look just a little bit "cleaner" / "formal" type of guy

Then I need to photoshop the background so it has a better view of New York and still realistic so it looks like it is behind glass
