To me, he/she doesn't look as if he was advertising it as tableless ?
There is nothing wrong between html/css tableless and table orientated coding, sometimes the latter is best if that layout is important.

Honestly, not a very good coding job, that's why I've included the original PSD files, it's for that reason that I will accept any offers over $100. Also, WHMCS can be integrated quite easily and looks quite good as seen here: www.exinant.com/clients
