Well there are plenty of hosts offering all you need to be hosted for a year for under $10 and a domain is under $10.
So either way they will have to pay to look professional as without a domain it will look "bad", just like on a free image host (and most likely worse as free image hosts are a convinient option, this hosting wouldn't be).
Another point would be that the quality of work would be reduced. This is that people are already offering jobs for $5 (which is pointless as paypal will eat a bit of it) and encouraging young people to enter the web design world where they would be set up for free (hosting and people obtain programmes for free) woud lead to less devoted workers and more kids making a quick buck.
